I Get Random Lagg Spikes Help!!!!

I get random lag spikes about every 20 seconds ill be at 60+fps and then drop to 15 for about 3 seconds its really annoying and i want to stop it. here is my parts list http://pcpartpicker.com/list/kQYzPs (btw it happens in almost all my games) Drivers are up to date and i did change my gpu form a r9 280x to a 1060 but i had the lagg problem back then.

Have you made sure that all your drivers are up to date?
Have you made any recent changes to your hardware or computer that you think may account for this?

I may not be the best of help but answering some of these questions may help others find the solution to your problems.
