I get this green blotch when i play the division

so ik that the title is really hard to understand but bear with me. so when i load the division everything runs nicely, but after a few quick turns or just running around i get these green blotches (ik its not artifacts cause no pixels and nothing that looks like a graphical artifact (though idk). it all happened when i removed the liquid cooling took out the processor and saw dark threads on the bottom. after applying the new thermal paste it just started happening. I know it cant be the graphics card cause i can run the witcher and get none of the "blotches". can someone help? is it the processor that's causing problems?
cpu: i5 7500
gpu: gtx 1070
psu: 750w

idk if i can, it pops up quickly and disappears, like i said ik its not a artifact cause it would stay.
