I got a replacement CPU and it is still throttling?

So about 2 weeks ago I received a AMD FX-8350 and it was messing up. When i put it under load it went from 20 Celsius to 200+ instantly, which is obviously wrong. So i wad advised to send it back, which I did and i received a brand new one, sealed. The same problems occurred. So i have been contemplating whether it's my motherboard. At the moment I have a cheap motherboard that i wanted to replace anyway. So what i'm asking is that if its possible for it to be the motherboard at fault? Or am i just extremely unlucky to have 2 faulty AMD CPU's?

Yeah its got thermal paste and my watercooler (Corsair H80i) is keeping it cool. Its a false reading because there is no buildup and the temperature of the fluid in my pump is still around 20 Celsius.
 
I'm sure bad CPUs happen, however I have never heard of a bad CPU. Not alone at least. I've heard / seen cheap PSU take things out.

What motherboard do you have currently? What power supply?

200+ sounds like a false reading. How are you getting that temperature?
 


My watercooler (Corsair H80i) is mounyed fine because my previous CPU ran fine with it and i have taken it off and mounted it around 5 times this week
 


I have a MSI 760GM-P21 which i want to replace with the new motherboard. And I have a Corsair 600M PSU

The VRMs on the old motherboard may have been throttling.
