[SOLVED] Problem with reported CPU speed ?

Solution
I had a Core 2 Quad q8400 2.66ghz.
I did some stress on cpu-z and found out that in task manager performance tab it was showing only 1.95ghz ?

The Core family of processors could clock down if it wasn't taxed, so yeah, it's not surprising.
Don't rely on Task Manager's frequency detection too much though, it can be quite bogus - use CPU-Z instead and start a CPU-intensive task (create a ZIP archive for example), you should see your max advertised clock speed.
