The thing is currently I have RX 480 Strix and it does fail even at 1360 MHz @1175 voltage, which shouldn't be happening unless I have a really REALLY bad luck. Also is there a way to stop GPU Tweak II to stop 3d OCing? I have 750 80+ Bronze PSU which has 744 W on 12V+ rail.

does your power supply have 2 different cables for pcie? are you already using two different cable to power one card? or are you using a single cable with two heads? also I know you have 744 w on 12v+ rail, how much amperage (A) on it?

if I'm looking at the asus website right, there are 1 8 head and 1 6 head plugs to power your card.
you should use both of the cables available from psu.
one cable with the 6+2 head on the 8 head and a different cable for the 6 head.

at this point only thing to consider (which is far out there that I don't recommend) buy a new more powerful more efficient power supply?
nota bene I seriously do not recommend this approach and you may waste a lot of money for the same result.

I need to buy a new PSU for my brothers computer anyway, I'm planning on 850 Watt in case of if I want to CF it. Also gonna buy Seasonic M2, it's still 80+ bronze but it has better capacitors etc compared to my Thermaltake SmartPower.

Doubt a new PSU will make a difference. ASUS strix is advertised at 1330 mhz in OC mode. If the card runs stable at that speed you got what you paid for. Overclocking is never guaranteed.
