2nd build I'm looking for something that can run Mobas really well on best quality. Looking for something to run league of legends around 90fps lowest to 200ish fps highest. With a budget of 1500$ after taxes.I do not need a monitor nor ssd I have them.

1st build is good I like the X99 ASUS Deluxe and you can go down to a Corsair RM850 or 750 or a similar Seasonic or EVGA PSU

2nd build same for the PSU and go down to a i5 and get a 970 with the money saved youll be better off or go with a 280x if you can afford it.
 
Better results with less money. Intel core i5 is the "go to" CPU for gaming. You won't see any significant improvement using a core i7. Better to improve the GPU. 8 Gb. ram is more than enough for a gaming system.

1. use www.pcpartpicker.com because this is just a pain.
2. First build - maybe get a better CPU cooler, the RAM is pretty bad (1600-CL9) and is DDR3 on an X99 board for some reason, Get DDR4.
3. Second build - Better CPU cooler, better RAM, you have absolutely no need for that PSU, get a 750w, and then get a GTX 970. You could also benefit from an SSD, but that's just for loading times, won't help with performance. If you want to get an SSD go for Crucial MX100, best bang-for-buck.

I'd be happy to give you a more user-friendly advice, but you'll need to go ahead and create the builds on pcpartpicker.com first.
