I recently got a new graphics card, and I've had some issues with it:

first issue:

In some games (very few) my gpu is running at 20% utilizations, which causes the game to become laggy when doing certain things (spawning a lot of objects). I don't think it's a CPU bottleneck issue, as my CPU usually runs below 70% at the max. This actually happened before with an older GPU, my GTX 780ti. I did a benchmark test and it ran at 100% utilization immediately (if you want to know my scores for whatever reason, I got a 45fps average on the 1080p preset)

second issue:

In VR (and ONLY in VR) there seems to be some weird warping effect. It's not screen tear, but something else. Either when the FPS drops, a lag spike, or just looking closely at something, my screen seems to just... warp. It's hard to explain. For people who have never experienced screen tearing in VR, it's basically when your GPU is too slow to keep up with your CPU, so it just starts spitting out previous frames. So it looks like as if you copied the image of the exact previous frame, and inserted it as the next. Warping looks like screen tearing if the screen tears were like 5x5 pixels, and hundreds of those little screen tears bundled up to fit the whole screen. I describe it so weirdly because there's no real way to describe it. It's as if little squares are frozen on the screen.

PC SPECS:

CPU: i7-4790s

GPU: GTX 1080

RAM: 6GB (I have 24gb of ram, but my motherboard doesn't recognize it, so I bought a new one, but the CPU cooler from my old motherboard doesn't fit the new motherboard, so I bought a new one that hasn't arrived yet.

6GB might be not enough
update the BIOS of your motherboard, eventually your 3rd issue with your RAM will be solved then too

to have a look what the problem could be:
run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730

Reset the BIOS by jumper clrCMOS or JBAT or similar (eventually you will have to set the boot priority correctly after that)

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

clean boot

check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)

check the hard drive for errors with its manufacturer´s tool and if available, update the firmware

use ddu uninstaller and reinstall the latest graphics driver
