I have 2 Massive manually activated fans?

Hi Everyone,

On the side of my machine on the case which is removable, I have 2 massive manual (Switch activated) fans. I have never come across this before.
If I press the big button the side of the panel, lots of blue LEDs come on and the 2 fans whirl into life; my question is this:

Obviously, as we know it's best to keep the machine on the cooler end of the spectrum.

Does this mean I should always keep the fans on to keep my components cool?
Or should I apply them at different times, for example when gaming only?

I would just run them all the time, if they are really large they probably spin relatively slow to keep noise down.
