Question i have 24gb of ram in total, yet my hardware settings say i have 16gb usable. Why?

Hi. I run windows 8.1x64.Ive noticed lately that my computer seems to detect only 16gb of my ram, when i have in fact 24 gb. When I load up the BIOS, it clearly indicates I have 24gb, yet when I check my hardware settings in the GUI it tells me i have 16gb usable of that 24gb ,or if I let Nvidia detect my rig for example, only 16gb show up. It wasnt always like this. I remember doing something in the BIOS a very long time a go but dont remember what it was. What could be causing this? is it a parameter in the BIOS i may have turned off? Thanks in advance for your time, and sorry if this seems vague, I will provide any necessary detail if I can. My ram chips are as follows:
2x 4gb ddr3
2x 8gb ddr3

go bios and see option for ur integrated graphics in that there will be a setting either turn it of disabled or bellow that there will be something called
memory sharing smt like that and you will have 16 out of 16 available
 
You have to do it in order, cause the channels are A1-B1-A2-B2
Soo put them as I've said.
so placing them in the order you've described, all of my ram will be available? The computer already detects 24gb, only making it clear that 16gb of those 24 are usable. This isnt a detection issue of some kind, i dont understand how changing the ram placement will make it all available.

By the way, all of my ram are from the same manufacturer(Sniper series)
