I have 250/250 Mbit/s internet speed but my upload is only 91-ish on speedtest?

I recently purchased a 250/250 Mbps connection ,but like the title says,my upload is only 91 and my download 88,can this be for the cable or my ISP is not playing their game right ? (I have a CAT5 cable)

Internet > modem > Computer

If your diagram is accurate, then the most likely thing is the cable from the "modem" to the "computer" . Is the modem approved by your ISP for the level of service you have?
