If you're talking DDR4 and you are primarily gaming then another kit of the same 2x4GB would be fine, prices are high and 16GB is enough for gaming. If you think you will need more in the future then buy a 2x8GB kit, you will have two free slots for additional RAM later on, this is the best option.

For DDR3, another of the same 2x4GB kit would also be adequate for gaming, bear in mind all slots will be occupied. If you decide on an upgrade to DDR4 you will have saved money.
Another 2x4GB would be the best way to go. Sure, you fill your RAM slots, but running in dual channel is better for performance. Right now with RAM prices a 2x8GB set would be too expensive and you wouldn't gain a whole lot being at 24 GB of RAM over 16 GB.

Just be sure to match RAM speeds with the set you have. If you get faster or slower RAM the system could take exception to that and not want to work right. Preferably of the same make and model or as similar as you can get.
