I have 3.8 ghz but when i run the game my cpu speed is 2.8

Hello guys my specs:
GTX 1050ti
8 gb ddr4 ram 2400mhz
i7 7700hq 2.8ghz ~ 3.8ghz

Here is the problem. I have a 3.8 ghz turbo boost speed but when i played the game my cpu speed always 2.8ghz i played game with high performance. I used laptop with high performance and when i open the task manager i see 3.5ghz then when i open the game its gonna be 2.8ghz i dont understand why its happen. Sorry for my bad english guys. Before you open a game you are likely using one core and,the temperature is low.
Your base frequency on that processor is only 2.8. It will only boost as long as the temperature is in a certain range. I would download a hardware monitor and monitor your CPU temps.

If the processor gets too hot, it might throttle down. Before you open a game you are likely using one core. The more cores you use, the lower the CPU speed is as well.

i think the processor its not too high because when i open the game my ghz speed gonna 2.8ghz when i played battlefield 1 in ultra i have 45 fps but i have very fps drop. Its not gonna after 1 hour or something its after when i played the game. I watched like my specs laptops the have 45 fps too but they didnt have any fps drop and they processor speed is 3.5ghz but i have 2.8ghz
