i have a wired connection to my pc with 380mb download 37 upload speed, there surely has to be something i'm not doing right?

Solution
I was supposed to type mbps, and the package from my isp is 350mbps, i tested it on speedtest.net and the speeds are 380mbps download speed and 37mbps upload
That's probably correct. Check fast.com and dslreports.com/speedtest and if they're the same, that's your plan limits, which are right in line with what they should be unless you're on an symmetrical plan.
What are the speeds advertised by your ISP? And how are you measuring your download and upload speeds on your PC? And what are the numbers? Give MBps or Mbps, not "mb" and make sure you're using the right abbreviation for the measurement given. PC issues typically require detailed and accurate information.

You mean Mbps, correct? Again, precision is important. A wrong letter or number in this field can fry a motherboard or brick a GPU.

What is the advertised upload speed? They're rarely identical and almost invariably reported as upload and download speeds, not a single number in Mbps.
