I HAVE 4GB RAM 1600MHz 11-11-11-28 and i want to add a 4gb 1600mhz with 10-10-10-30

Mixing memory is hit and miss , you won't know till you try , even identical modules purchased at different times can be incompatible.

Best to purchase 2x4 in a set.
