I pay for 500 megtabytes of internet, and when i run speed tests i get just about 540 download. But when i got to actually install a game on my pc it tops out at 60 and can fluctuate all the way down to 20 Mb/s. Does anyone have a fix?

You're paying for 500 megabits.
Steam and other game platforms report in megabytes.

bits, Bytes...approx 8:1 ratio.

60* 8 = 480 which is right on the edge of 500.

There is nothing to be "fixed". Just a difference in reporting units.

Solution
1 Byte(capital B) = 8 bits(lowercase b).
60MB/s = 480 Mbps
