I have 8gb of ram, 4gb usable?

So I saw another thread on my issue and it said GTA 5 takes up alot of ram, And I'm wondering how to get my ram back if its possible, I just litteraly stopped playing gta 5, and started watching youtube and my computer crashed, when it restarted i saw the start saying 4gb located not my 8gb I have.
All four of my DIMMs are good. All four of my slots are good. I have 4gbs of Samsung and 4gb of HyperX.

32bit or 64bit windows?
and when it boots does the bios recognise 4 or 8 GB? Mixing ram is problematical. You may need to adjust settings on the ram to the lowest of the two sets.
