I have 9 monitors. I'm getting stutters every 30 seconds, what do I need to upgrade?

I have 9 monitors, and I get frame "stutters" (a few frames stays on screen for longer than they are supposed to) or outright skips (image pauses, then picks up a few frames later) this is happening in games, while watching videos, and even on the desktop and on the web. (GTX 780TI drives 4, GT210 drives 2, usb 2.0 graphics adapter drives 3) I have 8gb of ram, an AMD FX 8350 and the GPU's I already listed. Anyone have any ideas what to upgrade?
 
um, on which monitors? the 780Ti ones? or the USB ones? cuz that might point at something. and if you're driving 9 screens (i assume in a 3x3 grid), then why not simply use three identical graphics cards to drive 3 screens each, to balance the load? they don't all have to be 780Ti unless you can get them for cheap.
 
 


4 gbs with 3 chrome tabs open, 16 percent with three chrome tabs open, and yes it does.
 


16% net CPU util? ok, so is that each core loafing along at 16%, or is one core pegged at 100% and the others are at 1% or less? get the Task Manager to show you a separate graph per CPU core, and not a combined total one.
