i have 90 mbps but i got lag spikes

hey,

i have 90 mbps (speedtest.net) but i got horrible lag spikes.
iff im playing league of legends i have like 25 ping. but it raises to like 999+. twice in a minute. wich of course causes my screen to freeze, every time, its so annoying.
BUT only iff my sister and her boyfriend are home.
this are the devices that consume internet.
2 ipads
4 iphones ( 2 iff my sister and her boyfriend are not home)
1 laptop
1 desktop (mine)
1 digital HDTV Recorder and Box.

i also told them to turn of the Wifi iff they are not on their ipad or iphone, but they just wont listen.
