I have a 16gb sandisk flashdrive on fat32 but need fat16

i dont know much about stuff like this but i am wanting to put some mpeg2 files into my flash drive and that works but i need to play them back on a device that can only play off of fat16 flash drives. what can i do??
 
You can't do it with Windows - not FAT16.
You would need to use the FDISK command in pure DOS using (for example) a Windows 98 boot disc or floppy.

But therein lies the problem, pure DOS won't be able to see USB storage devices unless a suitable driver is pre-loaded for it.
