I want them password-locked. Sharing this with my kid. He needed new storage (I did too), but it was more economical to get a 3TB drive and just split up the hard-drive.

Only problem is I know he's really big on privacy, so I'd like to introduce the idea to him in a way he'd be comfortable with.

Is it okay to partition an external USB hard drive?
If so, how do I go about password-locking a partition?

It's OK to partition an external hard drive. External drives are basically internal ones in an external enclosure, so it's basically the same thing. As for password protection, you could check out some of the suggestions from this article and pick the one that suits your needs best: http://lifehacker.com/five-best-file-encryption-tools-5677725. However I'd strongly recommend that you both keep a backup of your most important data, just to be on the safe side.
