I beleive so but don't remember too well. Long time ATT customer here and I know I can use many Tmobile phones.

Nope, carrier phones are locked to one service.

Not all of them are; once you've successfully satisfied your contract you can request an unlock code. Same for phones you purchased outright with no contract. Thats what the tern 'Unlocked' is about. Its more of a matter of 'does the phone have the right hardware to work on the new system'
