I have a CPU problem its always at 1%

I have a CPU problem i think so anyway it always says its at 1% however the maximum frequency is always at 70%. It doesnt matter what i do i can load like 10 games at once e.g Artificial girls 3 , rapelay , sweetpool or lamento: beyond the void etc and the cpu speed never moves off that 1% its strange.
is there a Virus that can alter the readings of the task manager? and how do you remove it

IF there is a virus the best way to remove it is to do a clean install of windows.
