Question PC won't POST with new GPU ?

I have:

Motherboard: Asus CrossHair V Formula Z
CPU: AMD 9590
GPUs: 2 x 980s in SLI
RAM: 32GB Dominator GT

It runs great!!

I bought an Asus 4060 OC GPU. I pulled out the two 980s out put the new 4060 in slot 1 x16 and now the PC won't POST. Black screen 1 long beep then 3 short beeps.

I shut down, pulled the 4060 and reseated it. I powered up but same, no POST, black screen and the beeps.
I put the 980 back in and the PC POSTs like normal, put the 4060 in and nothing ?

I took my new 4060 to a computer shop and they verified that it works in another PC..?
Need help, thank you.
 
Install 4060 (in top slot) and 980 together, connect monitor to 980. Boot to Win. Check Device Manager if Win sees 4060. If it does install drivers for it, reboot, connect (2nd) monitor to 4060. If it shows screen power down and remove 980. However if Win doe not see 4060 you may need to change some settings in BIOS. One thing to check is PCie Gen for 1st slot, if possible switch from Auto to Gen 3. Another thing is CSM mode, it may be required to turn it off (which may however make you unable to boot to Win without reinstalling it).
