I have a EVGA Gtx 970 and i cant seem to run any games above low settings, for example just brought arma 3 and cant run it on low settings 1920x1080 and cant run COH2 on low settings either help me
 
Two easily overlooked points:
Make sure you have connected your monitor to the graphics card and not the motherboard video output-you'll be surprised how easily this is overlooked.
Check you have installed the latest drivers for the GTX970 and all the previous drivers have been uninstalled.
 
As per PM:
Download and SAVE Display Driver Uninstaller from here: http://www.guru3d.com/files-details/display-driver-uninstaller-download.html bottom link at the bottom of the page. Create a new folder in you Downloads folder and Unzip it there.
Download and SAVE the latest WHQL drivers for your card from the Nvidia website, don't use anyone else and don't install yet.
Uninstall all the old drivers and software (AMD and Nvidia as required including PhysX), restarting as required.
Uninstall any tuning software like Afterburner, EVGA Precision or RadeonPro, deleting any saved data when asked.
Finally, restart in Safe Mode and run DDU from there, depending on what drivers you had installed, you may need to do this more than once to clear them all out.
Once DDU has done its stuff, restart normally and install the Nvidia drivers you saved out earlier.
Restart.
Done.

And BTW, what are the system specs? Perhaps something else is holding things up.
