I have a good computer,but my games lag and all in all my computer is slow

Hi,my computer started slowing down like a year ago when I had integrated graphics,now I bought new graphics card, but nothing has changed.I lag on League of Legends and even minecraft.
I have:
Intel Core i5 650 - 3,2ghz
amd radeon R7 370 4GB
4GB ram
Can anyone help?

Pretty weak cpu but good enough for those games. However that 4gb of ram is an issue. You are constantly going to be hitting the pagefile and that's going to result in a lot of suttters and lag.
