This is my rig :
GTX 1080TI
Intel i7-770k
16gb Ram
Z270X-Ultra Gaming motherboard

I am struggling to run games like Destiny 2 at 60 FPS and after reinstalling windows and formatting my drives many times im stuck on what to do

The only think i could think of is that my Heat Sync is missing 2 clips that hold it in place but its still secure in the PC.

Open to any ideas !

Missing two clips? Your heatsink is missing 2 clips? I'm not exactly sure what you're referring to, but if your heat sink IS missing parts, that's literally a disaster that you need to repair immediately. You will kill your CPU if it's thermal throttling because of a non-secure heat sink.

If that IS the problem, I heartily recommend Corsair's AIW water coolers. The H150i Platinum is pretty much one of their best ones. I use the H110i to (very effectively) cool my i7 9700k.

If the CPU oveheats it will just lower the clock speed and voltages automatically and reduce performance, sound slike that's what might be happening.

Also the old gotcha, check the monitor is connected to the graphics card and not the motherboard.
