i have a gpu default problem

I have a problem that my nvidia gtx 1070 ti won't be the default gpu and instead it defaults the integrated graphics card on the motherboard how do i change it so it defaults the 1070 ti?

ps: i can't open the nvidia control panel

You need to turn off the iGPU in your BIOS. What mobo do you have, specifically? Have you looked at your manual?

All you need to do is plug the monitor cable to the 1070 ti

Well, yeah. Is your display cable plugged into the 1070 or the mobo? If it's plugged into the mobo, that's your problem right there.
