It is very stuttery and on games which I should be able to run, there is heavy fps lagg. Like GTA V. Also chrome is very slow laggy and I have cleared browsing history but there has been no change.

There are a few issues with GTA V but if it was better before then that may not be your problem. Could be malware I guess, or a corrupt OS, but the fact is it could be a lot of things, even failing hardware. Its quite new though so doesnt seem likely. Is there anything with abnormal loads in Task Manager when it stutters, or errors in Event Viewer?

Under custom views on event viewer it says: administravtive events critical, error and warning events from all administrative logs.

There are just a list of warnings and errors about apps being shutdown and apps not starting up, there are some critical message which are about the fact that the 'The system has rebooted without cleanly shutting down first. This error could be caused if the system stopped responding, crashed, or lost power unexpectedly.'
