[SOLVED] I have a i5 8500 cant go to max clock speed

I have a i5 8500 with max turbo speed of 4.1 but when it runs to like 80 -100% utilization it only goes to 3.89ghz. I also made sure intel turbo boost is on. I even tried to stress my cpu but it only goes to 3.89ghz still the same.

My Specs:
i5 8500
gtx 1060 6gb
16gb ram ddr4
asrock z370 pro4

Turbo speed depends on how many cores are being used.

i5-8500
3ghz base clock
turbo bins 9/9/10/10/10/11

This means:
6 cores: 3.9ghz
5 cores: 3.9ghz
4 cores: 4.0ghz
3 cores: 4.0ghz
2 cores: 4.0ghz
1 core: 4.1ghz
