i have a lenovo legion 5 laptop with a 1660ti, 8gb ram and a "60hz" display, but i am planning to buy a monitor that has "200hz"refresh rate.
my question is - can i game at anywhere more than 60hz? maybe at 144hz or even 200hz?
specs you'd wanna know - it has HDMI 2.0 and a USB-C 3.2 (DisplayPort™) ports.

Solution
yes. though you probly want to turn off the laptop monitor when you do.

It's no different than if you had a desktop that swapped a 60 hz monitor for a 200 Hz monitor

depending on the game, you can get above 60 fps
I have written "60hz" I know my fps will be good enough for me. if I wanna play warzone on the laptop hooked to the monitor, will i get 60hz? or 200hz? or a refresh rate above 60hz, but we don't know exactly?
what is the refresh i will see on the monitor when connected to my laptop is the question. (if you want a specific game - warzone, but it doesnt matter)
