Question I have a MB with PCIe x8 (x8 routing) half-length & PCIe x16 (x8 routing) full-length so is this 2.0 or 3.0

I have a Dell PowerEdge T310 the MB with 1- PCIe x8 (x8 routing) half-length & PCIe x16 (x8 routing) full-length so is this PCIe 2.0 or 3.0
Just trying to figure out which GPU convention I should be looking for I see some labeled as PCIe 2.0 x8 and some x16
Some labeled 3.0 x8 and 16 one even says it requires PCI Express, PCI 2.0 or PCI Express 3.0 compliant motherboard with one graphics slot.
So what's the difference, and which would I get the best use of the GPU I get.

Best bang for buck, single display no gaming but would like GDDR5 2GB with good clock speed Cuda cores and Direct x11 or 12

375 or 400w power supply not sure.

It's got an nVidia GT610 1Gb now it's just old and video is a little wavy, good resolution just think it's got some cap's ready to pop.
And I can add power supply if needed.

What are you this machine for? What programs?
Runing on Linux Mint 19.1, Virtualbox, WIN7 WIN10. General couple CAD apps, general surfing, network admin, business docs etc.
Maybe music video editing if I find a good video app but I have a Media box I do most of that on.
Specs:
Dell PowerEdge T310 Server Xeon 3430 4 Core , 16GB PC3 -10600 ECC REG RAM, 1-SSD Running Linux Mint 19.1 x64. 1- 500GB spinner With VM Win7 and VM 1TB spinner with Win10
GT610 nVIdia and a CM8738 x1 for audio
On board dual 1GB/s ethernet
