Question I have a mid end pc on rust and im getting 40 frames

hello, here are my specs

Amd ryzen 2600x
Nvidia geforce gtx 1070ti
16gb 3200hz ram

ever since i have been playing rust i have been running at 40-50 fps consistently, i have tried everything, please help I'm running rust on full potato and getting 40 frames i don't understand.
