[SOLVED] I have a mobile 1080gpu that is running a low base clock

hi there I have an Aorus x7 dt v7 with a 1080 gpu the problem I am getting is that it runs hot around 88°C and the base clock is supposed to be around the 1566mhz but my one runs at 1151hz and when I start a game it drops to 700hz and fluctuates the least being 260hz then up to 1212hz I know the problem is to do with the heat but I am not sure what the best option is
pc specs
I7-7820K @ 2.90gHZ
16gb RAM
WINDOWS 10 PRO 64 BIT
I already have msi afterburner installed

Thermal throttling...
-Open 'er up and dust out the laptop and fans
-Remove old thermal paste and reapply new paste

I've cleaned up the fans but nothing will apply new thermal paste then see
