I have a Packard Bell thar keeps coming up insert boot disk and press any key?

I don't know how to get into BIOS! Of how to reboot from this screen. Please help.

First re-seat the hard drive, try again. How to get to the BIOS, a simple web search comes up with https://www.google.com/search?q=packard+bell+bios+key&rlz=1C1GGRV_enUS754US754&oq=Packard+Bell+BIOS+&aqs=chrome.2.0j69i57j0l4.5551j0j9&sourceid=chrome&ie=UTF-8

Your issue may be a dead hard drive, which BIOS options won't fix, you would need to buy a new drive and install Windows on that.
