I have a very strange problem with my computer, first I will give you my pc specs and then I will tell you the story.

Old PC: Non Modular 500W Thermaltake PSU (Replaced by Non Modular 600W EVGA 80 Plus)
Motherboard ASUS M578LM-USB3
CPU FX-6100
CPU Cooler AM3 Stock
GPU GT-710 (Replaced by Gigabyte RX 570 GAMING 4G rev 1.1 in 2019)
RAM HyperX Fury 8GB DDR3 1866mhz
Storage HDD WDBLUE 7200RPM 500GB
Monitor Samsung LC24F39

In the past I used to use a more modest pc and used to play quite a few games without any graphics problems although the performance of this was not very good to say, so I decided to buy the RX 570 once I saw it on sale in 2019. The first thing I played after installing the GPU was Battlefield 3, but, although the performance itself was much better (altough not as much as expected, probably because of cpu bottleneck), i noticed a shadow moving and after observing it for a while, I realized that it only moved if I moved it with the camera. My PC that time didn't perform very well as i expected in a lot of games so i just stick with Team Fortress 2 and Garry's Mod where the performance where decent and they didn't have graphics problems.

After using the PC for a month, the PSU began to fail and I had no choise but to change it to the one I have now, after installing the PSU, i decided to go into other games. Thats where i started to notice a lot of issues in games. The first thing i noticed was in garry's mod, where i noticed z-fighting in multiple textures and white dots appearing for some reason.

In multiple games there where different problems, like: Bad LOD, Shadow Flicker, Texture Flicker|Z-fighting thing, Black dots on some textures (??), Bad Antialiasing, and also the white dots or lines.

Although, the performance increased dramatically, the visual problems were still there, which made me think that the problem was with the GPU, so I decided to swap the GPU for the GT-710 I had before, to see if the visual error persisted; after successfully installing this GPU I decided to try it in Half-Life 1, because it is a light game and i first noticed the issue at the start of the game, and i have never had that issue on my old GT-710. When i tested the game on it, the same problem remained, the textures just had the same problems and i imagine the other games still remains with its problems.

Really, I have tried everything since the beginning of the problem, I have reset the GPU options to factory settings, I have messed with it doing undervolt and changing the power limit, I have used DDU, reinstalled Windows from 0, changed the Bios of the GPU, I have reset the bios options of my Motherboard, changed Monitor and Cables (HDMI, Power Cable) and none of this has been able to solve the problem. I only have 1 suspicious part left, the PSU, since it is the only thing I didn't change lately and the problems started when I installed that one, but I can't figure out how a PSU can affect the GPU in that way, will this be the real solution to my problem? What if it really isn't the psu, but my house Amp Size?

If you have experienced something similar, please tell me how you solved your problems, I can't think of anything else to do with this.

Check and/or replace cables, try a different monitor?

Be aware that those EVGA 600W white units are super cheap and sketchy. Before the "rona" they were commonly available as inexpensive as $25. I have utilized them widely in low power builds and only had issue with them when passing a bit over ~50-60% of their "rated power". In particular I have not had great luck pairing them with ANY manner of powerful GPU. I am not saying that is what is going on now, but would keep an eye to replacing that when you can.

I have utilized them widely in low power builds and only had issue with them when passing a bit over ~50-60% of their "rated power". In particular I have not had great luck pairing them with ANY manner of powerful GPU. I am not saying that is what is going on now, but would keep an eye to replacing that when you can.
Already tried new cables and monitor, i forgot to mention that, sorry :/

Maybe you have air conditioning unit with bad power filter nearby? And together with PSU you must have power filter as well. There was similar case two decades ago when guy had similar issues in nights and weekends. The cause was failed freezer motor in a shop two floors below his apartment.
