fans are not even 100% at those temperatures. You can always check if both your fans run at normal (close to identical) speeds

75C is no problem. 85C+ is big problem.

75c is fine, but if you want to lower it further you may be able to replace the thermal paste to shave off another few degrees. A lot of time the factory puts WAY too much paste on that can actually cause the card to run hotter. Keep in mind that you may void the warranty if you choose to replace the paste.
