You formatted it to Fat32. Which can only recognize a 32GB partition.

Your problem will arise when you try to use that to install an OS. Which you can't do from that SSD.
So...delete those 2 partitions, and reformat it. You will be able to use the whole 250GB space.

For your OS install, use a 4GB or larger USB stick. You CAN install from that. Not from that SSD.
