I have a strange problem

HI, Idk about this but this the weirdest problem i have ever faced during my gaming "career"

before anything, here are my PC specs
Intel Pentium4 Dual Core 3GHz
Zotac Geforce GT 710 2GB DRR3
4GB DRR3 Ram
1200W PSU

well, to me. I don't play on high resolution like some of you do, I always play on 1024x768

anyway, that's not why I'm here
first off, My only obsession right now is skyrim, but i noticed that the frames weren't high enough for me so i went ahead and tried overclocking. and that's when _____ get weird. when i apply a certain clock speed there are 3 possibilities
1.nothing happens whatsoever
2.the screen flashes green and pink and blue and basically all colors
3.the screen blacks out

so, i was like : ___________________
I noticed that when I play any game the gpu usage never goes above 50% if I'm lucky (which I'm not)

so, i downloaded MSI Kombuster to see if i am getting bottlenecked, but turns out, I'm not.
the gpu usage while i am running stress test is always 99%, and also my fps never gets lower 30 on 1280x720 while using x8 AA except two tests which i got around 16 fps max, and yeah, I have my power setting in nvidia panel set to prefer max performance

any ideas?
was this card some kind of fraud? should I return it and get another one?

And please, while answering my questions, put yourself in my shoes, where upgrading is not an option
So before you tell me to upgrade, tell me what's going on with my card and if you have a fix, that would be great

You do not meet the minimum requirements for skyrim. No amount of overclocking is going to help you. That GPU is not meant for gaming either. It is time for a new rig. Even a pentium G4560 would run circles around what you have now.

So what exactly is your question?

The GT 710 is a very weak card and isn't made for anything more than watching videos, it's useless for gaming. As for a Pentium 4, it was good 12 to 14 years ago, but nowadays it's only good for old games, I'm surprised it can run skyrim. BTW all Pentium 4 cpu's were single core, but some had hyper threading which makes them appear as dual cores.

Peter236 I do not have a solution for your problem, unfortunately. I just had to ask: Do you really have a 1,200 watt power supply?!? Just out of my own curiosity, what is it's manufacturer, model name and year of purchase? I've never seen such an antiquated rig with such an over-powered PSU before.
