hi i have Amd Athlon ll x2 245 dual core processor with msi 760gm p33 motherboard with 2gb ram with 1gb ati radeon 5450 graphic card can gta iv

5450 is not a gaming card and it's well below the recommended spec for the game.

to run smoother you will need to purchase a better card, I'd say a 5770 at the minimum.

The 5450 is so far down the hierarchy of GPU's it is still a wonder it is even on there. I almost gave up on it. I will link you to it just so you can see for your self plus here is the min and recommended system requirements.
