I doubt it. Even assuming there's software out there, it's not usually advisable to overclock a laptop. Unlike with desktop towers, laptops don't have the space to add after-market liquid cooling solutions. And they usually have little to no space to even add heavier-duty heat sinks and/or fans for air cooling. That's important because every time you overclock, you're pushing more electricity through the chip than its rated for...which means it's going to run a lot hotter.
You're probably running Windows XP on that laptop. If you have the RAM, you might be able to run Windows 7 (32-bit)...but I wouldn't expect a whole lot out of it. And don't expect to run Windows 8 (doesn't have certain instruction sets required for it)...
