I have an electrical problem

Hello,
I have 650w cooler master. I think there is a problem with my electricty because Asus Anti-Surge protection always shuts down my computer. I am working in a construction company as an I.T. and our electrician guys can`t solve the problem. I am trying to solve this with myself now. I have UPS but when connect it beeps every time in a code of `bad voltage` and they are exploding after some time. What if i buy voltage regulator is it works? Sometimes the lights on our room blinking too. I am going to use 850watts psu. What should i use to protect from power surge and continue to work.

WOW! I would find a new place to work. That place sounds like a death trap. If you have problems like that and the electricians can't figure it out, then I wouldn't feel safe ...
