I have an MSI Gaming 5 z97 board, and a gtx650ti and 1070 does card order matter?

In the bios there gives lane configuration options x16x0x0, x8x8x0, x8x4x4,or auto
I currently have the 650 in the top slot, but my monitor is plugged into the 1070. I also haven't noticed any performance boost. Is it possible that to get the full power of my 1070 I would need to put it in the first slot?

Depends on MB but you should put stronger GPU in a slot that works at full x16 speed. If you don't really need that 650 you should take it out as it's lowering PCIe slots to x8.

What are situations in which someone would "need" a card that is so much older? Is there quantity over quality factor with video rendering our something?

Not worth it at all, sell it or keep it around as a spare.
