CONCLUSION
_________________________________________________________________________________________________________
Your system appears to be having trouble handling real-time audio and other tasks. You are likely to experience buffer underruns appearing as drop outs, clicks or pops. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. Also one or more ISR routines that belong to a driver running in your system appear to be executing for too long. At least one detected problem appears to be network related. In case you are using a WLAN adapter, try disabling it to get better results. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.
LatencyMon has been analyzing your system for 0:04:28 (h:mm:ss) on all processors.

CPU SPEED
_________________________________________________________________________________________________________
Reported CPU speed: 3991 MHz
Measured CPU speed: 17 MHz (approx.)

Note: reported execution times may be calculated based on a fixed reported CPU speed. Disable variable speed settings like Intel Speed Step and AMD Cool N Quiet in the BIOS setup for more accurate results.

WARNING: the CPU speed that was measured is only a fraction of the CPU speed reported. Your CPUs may be throttled back due to variable speed settings and thermal issues. It is suggested that you run a utility which reports your actual CPU frequency and temperature.

MEASURED INTERRUPT TO USER PROCESS LATENCIES
_________________________________________________________________________________________________________
The interrupt to process latency reflects the measured interval that a usermode process needed to respond to a hardware request from the moment the interrupt service routine started execution. This includes the scheduling and execution of a DPC routine, the signaling of an event and the waking up of a usermode thread from an idle wait state in response to that event.

Highest measured interrupt to process latency (µs): 15419.068625
Average measured interrupt to process latency (µs): 9.335533

Highest measured interrupt to DPC latency (µs): 15402.935289
Average measured interrupt to DPC latency (µs): 3.872217

REPORTED DPCs
_________________________________________________________________________________________________________
DPC routines are part of the interrupt servicing dispatch mechanism and disable the possibility for a process to utilize the CPU while it is interrupted until the DPC has finished execution.

REPORTED HARD PAGEFAULTS
_________________________________________________________________________________________________________
Hard pagefaults are events that get triggered by making use of virtual memory that is not resident in RAM but backed by a memory mapped file on disk. The process of resolving the hard pagefault requires reading in the memory from disk while the process is interrupted and blocked from execution.

NOTE: some processes were hit by hard pagefaults. If these were programs producing audio, they are likely to interrupt the audio stream resulting in dropouts, clicks and pops. Check the Processes tab to see which programs were hit.

Process with highest pagefault count: svchost.exe

Total number of hard pagefaults 423
Hard pagefault count of hardest hit process: 76
Highest hard pagefault resolution time (µs): 240034.414683
Total time spent in hard pagefaults (%): 0.067277
Number of processes hit: 28

I have turned off most of the biggest CPU throttling settings in the bios, I have installed drivers for my soundcard (Uni Xonar), I disabled a ton of network drivers and other drivers, and I also have made my power options to high and made my min and max performance both 100%

My Pc runs around 30- 40 C

Can anyone help me out with this??

PS: I have my CPU overclocked to 4.0 ghz, but I have reverted the OC to find changes, nothing. This all started with installing my Nvidia card actually (This fact is probably extremely important). I had an AMD and nothing like this was happening. Perhaps my drivers are doing this, but I used DDU and reinstalled drivers multiple times without the audio drivers... I even have the latest versions.

Egads!

No clue here.. When my PC has a problem that would take longer to figure out than Format and reInstall.. I ReInstall..
Personally, I despise Windows 10 because it shares to much and uses your bandwidth in the background.
I'd back up what you do not want to lose, Nuke the partition, create new, and install again..
But that is me..

page faults really are misnamed. People see fault and think its bad, when in actual fact all it means is CPU had to access data on hdd instead of RAM.

hmm, looks like you right about it being the card, or at least, the drivers. I should spend some time working out which Nvidia drivers are good now.

Did you do something like this when swapping cards? http://www.tomshardware.com/faq/id-2767677/clean-graphics-driver-install-windows.html

Iv'e actually installed my GPU without uninstalling my AMD Video graphics driver, but I then used DDU to uninstall the Nvidia Driver and AMD driver and then reinstalled the nvidia driver because I then realized that I made a mistake.

So technically nothing worked so far... perhaps its just my processor and I should switch to intel(before i said nvidia as an accident). The AMD FX series does not have the best rep

I don't understand enough about DPC to be able to help. This is second time I have seen it mentioned in the last few weeks but I haven't been here long enough to know if thats a new thing or just normal.

So I wouldn't go spending money based on my ideas :)
