Basically if you had that much money what would your build be :) (yes i need help building a pc and i am a noob at it)

The OS will be about 90$ depending where you buy it.

Gaming you will not see the difference in performance between an I5 & I7. There are only a very few games that benefit from hyperthreading but with the GTX 970 the difference is only a few FPS. And nowere in there post did they say anything about programming/video editing or anything that would require a I7. Even for everyday task an I5 is overkill but it is your best bet for a decent gaming machine. The only reason I have an I7 is because I was getting into video editing (then quit lol), but if I knew how good I5's are I would of never purchased my I7.
 
That combo will be perfect for the next 4-5 years (even without OC) . It has plenty of room for upgrade (RAM/SLI) and has the ability to OC. Yes there are more powerful options out there like an I7 or Skylake (2nd half 2015) but for the budget this fits perfect. Even a higher end I3 is still up to par with most of the current gen games out there. A friend of mine uses a I3-4330 and a 750ti and can run FC4 @1080P on a mix of Med-High settings maintaining 60FPS. I have another friend that bought my old system thats running FC4 on high @1080P and its a AMD Phenom 965x4 BE (No OC) with a R9 290. That system is about 5 years old (got the 290 in Nov 2013).
