you cannot, its more of a hardware lock than it is a software lock, for one, dell and other prebuilt manufacturers dont even the frequency options like fsb, base clock, multiplier to even be seen or modified in the bios. You can maybe find a hacked or modified bios for the laptop that gives the option to change those settings, but it most likely is a bad idea, as it most likely cant handle the voltage change and heat output that well
