Have Downloaded A ps3 Game And Tried To Run On My Computer As My Friend Recently played a Ps3 Game on PC By Rpcs3 But Now The Game Which I have Downloaded RpcS3 Is Unable To Launch It Don't Know Why? And It's Asking For ELF And I Don't Know WTF Is The ELF

RPCS3 barely runs a handful of games, and likely won't be in a stable state for at least a decade. The PS3 is very hard to emulate.

This is not a matter of "letting the experts deal with it", as experts on these forums can be counted on a single hand probably (and before anyone gets the wrong idea, no, I'm absolutely NOT implying I'm part of them), it's a matter of following the rules.
If a traffic sign says the speed limit is 50mph, the options are three: you respect the rules and move along, you don't respect the rules and get lucky or you don't respect them and get a fine for doing so (or worse, risk your life in a car accident).

A similar line of thought can be applied here, and offending me because you can't accept those rules will get you nowhere close to a solution. If you wanted to emulate a game you bought, you MAY have gotten some support, but you're talking about a downloaded copy here...

As for everyone else's information, RPCS3 can currently emulate a VERY LIMITED amount of commercial games once you configure it correctly and provide it all of its requirements. È.g. Retro City Rampage kinda works, Disgaea 3 has missing textures...these have been reported by the team behind the emulator, so take it with a pinch of salt.
Obviously they're unstable, glitchy and won't run at 60 fps, but they can run.

EDIT: and obviously something else happens while I'm writing :)

There is. It's called RPCS3 and he already mentioned it. RPCS3 only supports about 20 games at the moment, so that's probably why it's not working for him.
Silly pirate.

I see you've missed a key element in my comment. Running COMMERCIAL GAMES. Back then in november 2014 only stuff ran on RPCS3 was a couple of homebrew programs. Today it can run a couple of indie games at a solid 3-5 framerate.
