I have " Intel(R) Core(TM) i7 CPU 860 @ 2.80GHz" CPU. I currently use "GeForce GT 730". I want to buy a "GTX 1050 Ti 4GB (DX12)" GPU. Will my CPU bottleneck it?

It will bottleneck slightly in CPU intensive games. Just like a Phenom x4 965 will bottleneck. But not so much you'll notice it. You'll sure get A LOT more of FPS compared to a GT 730. It's worth the upgrade.
