Question I have internet access but I can't upload photos and such

My network is almost acting up like when it says "no internet access" except I have access and I'm typing this from my pc right now, however I've been trying to upload a photo to instagram and I can't get it to upload through my pc or phone on the network.
When I hover over the connection button on the taskbar it says i have internet access under my wifi but under network it says no internet access. Can't recall if it normally says that or not.

yeah exactly, and i've tried multiple devices. my i had the "no internet access" problem with my router yesterday and had to restart it and I feel like it is related to that

What happens on something like speedtest. Does it show a upload rate. It almost has to be something with the browser.
