As you can probably see in the above screenshots, I have a severe problem with jaggies. Not only in-game, but also around the operating system. Wherever a diagonal line is visible, it is never smooth but instead very jagged. I showed screenshots of games since they are the most obvious and most annoying. I tried everything I could, including asking Amazon to send me a replacement graphics card, yet the problem is still very visible. Small images and icons in Windows look horrid and sometimes indistinguishable. Can someone please help me, as games like GTA V look horrendous with this issue. I am running an MSI Gaming R9 270 from AMD if that information helps.

Weird, sounds like a laptop resolution. My Acer 1080p 22 inch LED LCD cost me 100 bucks several years ago, you might want to upgrading that screen. I don't have an AMD card so I haven't used the catalyst software for awhile. I only know how to do it in Nvidia's software but I'm just assuming you can do that in CCC also. Google is your friend.
Doesn't look "severe" to me at all, but the appearance of jaggies is primarily dependent on two things.
1. The resolution your graphics card is displaying in reference to the size of your monitor, and
2. whether you are using Anti Aliasing in games.

Some games don't have an independent setting for anti aliasing and you must force it using graphics drivers, either per game, or globally.
Jaggies can be mitigated by either raising the resolution of your games (like going from 720 to 1080, or 1080 to 1440), or increasing the amount of antialiasing (2x, 4x, 8x, etc). Both will cause a performance hit, the amount of hit depends on the game. Some games run better just using a very high res with no anti aliasing, others run better with a lower res and more anti aliasing. Of course using the most of both looks the best but causes the most hit to your FPS.

As far as jaggies in your OS GUI, I guess you mean certain icons look like they have jagged edges? I'm not sure how you are seeing this unless you turned your icons to extra large size, in which case it just blowing up a really small image to a bigger one so of course it will looked pixellated with jagged edges.
 

I am running at 1366 x 768. I can't really go any higher as that is the maximum resolution for my monitor. Regarding the forced Anti-Aliasing, do you mind telling me how to do this in AMD Catalyst Control Center?

well for one you're using a rather low resolution. Secondly you shouldn't have to touch any AA settings in your control panel. GTA V has many different anti aliasing options available for use in the in-game options.
