So I bought one step from eden recently and while playing, this would happen

I originally thought it was the game, but it happens every so often on enter the gungeon too. It's not the hdmi cord because it only happens during those games. It's not the hdmi port on the tv or gtx 1050 because I tested changing them to no avail. I'm pretty sure it's the GPU but after taking thermals, checking resource usage, and updating drivers I've had no success at all. The only tip I have is that the GPU fan gets really loud sometimes but idk why, because airflow in my system is great and the temp was hovering at 46c.
What could be helpful here short of throwing away the whole card and/or motherboard and buying a new one to test? Please help I'm actually losing my mind
